Create a new site configuration

ICAO code

4 uppercase letters. Becomes the project key and folder name sagra-config-<ICAO>.

Display name

Human-readable name shown in the editor and on iOS/macOS clients.

Template (source project to copy from)

All files are copied except .git/. The new site_config.json keeps the source's SRP, sensors, transition tables — only icao and name are retargeted.
